The singer James Brown, center, was granted a state pardon for a 1988 conviction on drug and assault charges and a drug-related offense in 1998. The pardon came after Mr. Brown appeared before the State Department of Probation, Parole and Pardon Services. In 1988, Mr. Brown, who was high on PCP and carrying a shotgun, entered an insurance seminar next to his Augusta, Ga., office and asked seminar participants if they were using his private restroom. In 1998 the police found marijuana and guns at his home. After the pardon board announced its decision, Mr. Brown sang ''God Bless America,'' his publicity agent said.
